Together with countries, members and collaborators, the Climate and Ozone Protection Alliance brings forward and support solutions for a global sustainable ODS/HFC banks management. However, increasing knowledge and advancing technology for the mitigation potential in the cooling sector is not enough to tackle the challenge. Adequate financing solutions must be secured too.

 

Activities

COPA focus has always been holisitic, focusing not only at the opportunities but also on the challenges, thereby taking a closer look at accessing finance for cooling mitigation projects involving ODS and HFC emission reductions. In this section, the accumulated COPA knowledge, materials and activities on the above financing challenges are made available.   • The Financial landscape for ODS and HFC bank management was investigated in a a COPA study published 2023. The report, peer-reviewed by COPA members, outline both barriers and opportunities and used it to established a first common platform for exchange with the members on financial mechanisms suitable for lifecycle refrigerant management (LRM).  "COPA Financing and Fundraising Mechanism: A Review and Concept" (2023) - download or view pdf-file here 
  • Carbon Markets & Paris Agreement Article 6 - building upon the above study and member-led exchanges, a special focus emerged within COPA for assessing the potential financing streams available through carbon markets and participation in Paris agreement Article 6 activities.   • Get ready with COPA for Article 6,  a 5-step guide for national ozone officers” - National Ozon Units (NOU) in Article 5 countries under the Montral Protocol often face institutional as well as data challenges for developing projects suitable for Paris Agreement Article 6 instruments. The COPA Publication target the challenges for NOUs in developing countries (Art. 5 countries). Commissioned by UNDP, the author outline an approach for Article 6 through five steps, accompanied by practical and real-life best practices by Mathatela, the NOU from Lesotho.   • “Ready for finance” - one working stream for COPA has been on supporting members to get their initial (mitigation) project concepts mature and strucutred towards accessing finance. It was acknowledge that a huge challenge for COPA members as project developer is often because the business part of the identified mitigation concept is not mature enough to apply for, or receive, financing. These ideas need development support to become eligible to apply for available climate finance opportunities. Financing Working Group

In alignment with COPAs work on mapping out the financial landscape for LRM, the Thematic Working Group for Financing Mechanisms (TWG FM) bring together COPA Members to jointly work on and share best practices for developing financial mechanisms, and business models suitable for GHG mitigation measures in the ODS and HFC banks sector.
